Town attorney W. Carroll Turner has “hit a brick wall at every turn” regarding an easement issue that continues to delay a sidewalk project.
Turner expressed his concerns during a recent board of commissioners meeting. He wants to sit down and discuss the matter with Mayor Ken Talton and Town Manager Jammie Royall.
Talton wants to include the town’s Public Works Citizen Advisory Committee.
“For example, there is one parcel that we need an easement on and there are 10 heirs who own the lot,” Turner said. “Everywhere I turn I am running into a brick wall.”
The next option is to obtain the easements needed through condemnation, which is expensive and time consuming.
Previous engineering work on the project didn’t include any mapping or easement details.
Powell Aid is funding the three-year, three-phrase project that involves sidewalk construction on South Church, Franklin, Hillsboro, Nelson and South Center streets.
