Officials have ruled that an offender found dead in a cell at Neuse Correctional Institution on Wednesday, Nov. 20 died of an “apparent suicide.”
Offender Joshua A. Biby was found unresponsive in his cell around 6:10 a.m., according to a release from the N.C. Department of Public Safety. “Local EMS responded and prison medical staff worked to resuscitate the offender, who was pronounced dead at the facility at 6:37 a.m.”
Local law enforcement officers are investigating the death, the release states. “The Department of Public Safety is cooperating fully in the investigation.”
Biby, 38, was serving a 15-year, 10-month sentence as an habitual felon. Past convictions include larcenies, resisting arrests and assaults on government officials. Biby was admitted to prison on Aug. 8, 2012 and had a parole eligibility date of Dec. 19, 2024, according to the release.
